My thought was that at 2/3 it's a stitched mangler that you have to pay 4 for instead of 3. We can test it as a 2/3, but it feels kinda bad to me.

I see where you're coming from, but keep this in mind: If Frost Marid was a 3/3, then this card would be a three-drop 3/3 with potential upside at common. Heck, even if back wasn't there at all, a three-drop 3/3 vanilla creature would still be too strong. Remember: blue has the worst creatures in terms of P/T to CMC ratio in the color pie, especially at common. Now, although its true that it would have the same stats as a Stitched Mangler, Stitched Mangler also enters the battlefield tapped, which means its stats are allowed to be stronger than usual. Frost Mirad has no such downside.
